Configure NTP 4.x for Monitoring

Monitoring of NTP is done through the ntpdc utility provided in the ntp package. This file needs to be executable by the agent process to allow the agent to collect metrics.

NOTE: Due to the expensive nature of collection of metrics for NTPd, measurement will not be automatically enabled by autodiscovery.
